Hi FMS Members,

The latest FMS newsletter is linked below courtesy of Editor Quinton Phelps. Please note the June 15 deadline for FMS awards nominations. This is a great opportunity to recognize a colleague for their fisheries management contributions.

I also wanted to alert you that Website Manager Fred Janssen redesigned our website and added a statistical tool for standard weight equations. Some of us have had difficulty downloading the tool, so please be patient until the problem is fixed. Dr Ken Gerow would appreciate any feedback on the tool when it becomes accessible.

Finally, I’d appreciate any thoughts you care to share on the lead in sport fishing tackle policy statement when it is reissued in the June issues of Fisheries. I can appreciate the opinions expressed both in support of and against this statement.

Interactive Excel Tool for Computing, Assessing, and Using EmP Ws Equations

Abstract

Recent evaluations of the regression-line percentile (RLP) method for developing standard weight (Ws) equations urged a change in standard practices. We recommend a change to the empirical-percentile (EmP) method, which is not prone to length-related bias associated with extrapolating beyond the range of the data. To enable consistent and valid interpretation of relative weight, we recommend adoption of the use of three quadratic regression lines (1st, 2nd, and 3rd quartiles; the 2nd quartile is the median) of the distribution of mean log(weight) on log(Length). To facilitate developing new Ws equations and revising old Ws equations (i.e., those developed by the RLP method), we describe the use of a freely available interactive computational tool for developing Ws models with the EmP method. This tool estimates precision of Ws equations via bootstrapping and will calculate equations using all three quartiles. This suite of standards will give researchers flexibility in use of Ws, and also enable managers to assess relative weight more consistently than is possible using a single standard.

Tool Philosophy

Rather than “input data here”, and “get Ws equation there”, this tool was designed to allow the researcher to participate (by observing or intervening) in the process of setting up the data for equation estimation. In this way, it is hoped that the resulting equation will have less of a “black box” feel, and feel more like a sequence of understandable steps. Excel was chosen as the platform for the tool since it is ubiquitous, and it has graphical and interactive capabilities that most other software packages don’t (in combination, at least) have.

Tool Elements (each element has its own worksheet)

  • Raw data: Simply, a place to organize the length-weight data in a manner that facilitates data quality assurance and analysis.
  • Data quality: The data from a selected sampled population is graphed so that unusual values and other data quality issues can be detected. This sheet is kept hidden unless the user invokes it from the data sheet.
  • Collation: Mean weights for fish in each length class from each study population are recorded. In addition, the number of populations with fish in each length class is noted.
  • “Number of fish”: This sheet, hidden unless invoked by the user from the collation worksheet, tallies the number of fish in each length class from each study population.
  • Summarized: This sheet sets up the data for estimation of quartiles (1st, 2nd, and 3rd) and means of mean weights for each length class.
  • EmP-Ws: On this sheet, the summarized data is organized for estimation of Ws equations (in particular, length classes with insufficient data) are removed from consideration, and the resulting Ws equations are displayed.
  • Ws graphs: Plots of the resulting equations are done on the log-log and original scales.
  • Bootstrap: A bootstrap study is done to assess precision of the median Ws equations.
  • Units: this sheet allows the user to change measurement units; updated Ws equations and estimates of Ws are then provided.
  • Application: For a chosen study population, scatter plots are drawn of Wr for individual fish, and for means from selected length categories.

2010 Awards Nominations Sought

Each year the FMS accepts nominations for induction into the FisheriesManagement Hall of Excellence, Conservation Achievement Award, Award of Merit, and Award of Excellence. There is a brief description of each award below and more information is on the FMS web site (http://www.sdafs.org/fmsafs/index.html) including past recipients and nomination criteria.

Please take the time to nominate a mentor or colleague who has made significant contributions in fisheries management. Most of you know someone who is deserving of one of these awards. Please consider submitting a nomination by June 15, 2010 in the form of a letter describing the nominee’s qualifications for the specific award. The Fisheries Management Hall of Excellence (HOE) is located at the AK-SAR-BEN Aquarium in Gretna, Nebraska. It was established in 1992 with the stated objectives: 1) to recognize fisheries management professionals who have made outstanding contributions to the advancement of fisheries management; 2) to provide a site where the contributions of those honored can be displayed and viewed by the public and other fisheries professionals; 3) to emphasize the accomplishment, dedication and principles of those honored in the HOE; and 4) to describe the fisheries management profession. Selection to the HOE is the highest honor given by the Fisheries Management Section.

The Conservation Achievement Award recognizes any significant action, program, or initiative by a nonmember individual, non-governmental organization, or state (provincial), local, or federal agency that contributes substantially to fishery conservation or fishery science.

The Award of Excellence is given for inspirational leadership in the fishery profession and substantial achievements for AFS and the fisheries resource. The recipients must have effectively communicated their work at the national and/or international level. This award is given for cumulative accomplishments rather than a singular effort as recognized by the Award of Merit.

The Award of Merit recognizes a singular accomplishment or an individual or group acting as a team or committee for contributions in fisheries management and research. The award can be given for outstanding leadership, administration, or project-related accomplishment in any aspect of the fisheries profession.

Burbot are on a Role – a Third Symposium

Love em or hate em like em or not the burbot is on a role.  After two successful symposia one in Baltimore in 1998, and a second in Anchorage in 2005 and two Burbot Proceedings a third burbot symposium is in progress.  The Third International Burbot Symposium is scheduled for Barcelona, Spain in July of 2010.  Although in Europe, North American scientists are encouraged to participate.  This symposium will be in coordination with the International Congress on the Biology of Fish meeting.  For those who are interested write me at the address below, E-mail me at vaughn.paragamian@idfg.idaho.gov or call at (208) 769-1414.
