AFS President
FROM:

Tim Hess
President, FMS

SUBJECT: Fish Management Section Annual Report to the Governing Board for 2002

I. Action

  Action Requested: None
Recommended Motion: None
Minority View: Not Applicable
Background for Motion: Not Applicable

II. Outcome or Accomplishments as Relevant to the Strategic Plan

Charge or Annual Program of work: No charge defined. The Fisheries Management Section’s organizational objective is to promote effective fisheries management by: a) promoting sound fisheries management practices and developing new management concepts and techniques; b) encouraging professional growth among Section members and others via meetings, symposia, workshops, and publications, c) encouraging publication of case histories, policy analysis, and management program evaluations, and d) providing a forum for identifying, focusing attention on fisheries management, and resolving issues and problems.

Outcome/accomplishments organized by major goal in Strategic Plan with the subgoal referenced:

Information Transfer and Outreach

ITO 2. Visibility

Meetings of the FMS were held at the North Central and Southern Division meetings during the past year.

ITO 3. Collaboration

In collaboration with the Introduced Fishes Section, the FMS has planned a symposium on invasive aquatic species for the Baltimore meeting.

Ron Remmick (WY) is serving as a Section representative on the AFS Steering Committee for planning a June 2003 symposium entitled Propagated Species in Aquatic Resource Management

ITO 5. Public Policy

The Section has requested that Jim Reynolds and Bob Hughes co-chair a FMS-sponsored subcommittee to develop a white paper on the use of electrofishing as a fisheries management or research tool. The results of the recently-completed FMS-supported Electrofishing Injury Project (Auburn and Mississippi State universities cooperating with Jeff Boxrucker as project manager) will provide much information for this effort.

Member Services

MS1. Professional Development – Awards

Nominations have been solicited in 2002 for the four awards given by the Section. The Section’s most prestigious award, the Hall of Excellence Award, is chaired by Steve Rideout. Last year’s recipients were Lee Redmond and Bob Wiley. Other awards being considered include the Award of Excellence (no year 2000 awards), the Award of Merit (Brian Finlayson (CA) received a year 2000 award), and the Conservation Achievement Award (the Bass Anglers Sportsman Society received a year 2000 award). Recipients of year 2002 awards will be acknowledged at the Annual FMS Business Meeting, in Baltimore.

The FMS sponsored or co-sponsored symposia on Special Fishing Regulations and Partnerships in Tribal Fisheries at the annual conference in Phoenix. Here in Baltimore, the FMS is co-sponsoring a symposium entitled Management of Invasive Aquatic Species, or Are We Just Kidding Ourselves? with the Introduced Fishes Section.

The FMS sponsored member meetings at the Southern and North Central AFS Division conferences this year.
