Section 1 - Name and Objectives: The name of this organization shall be the Oklahoma State University Student Subunit of the American Fisheries Society, and herein referred to as the Student Subunit. The objectives of the Student Subunit shall be to facilitate meeting the objectives of the Oklahoma Chapter of the American Fisheries Society, and to encourage the exchange of information by student members of Oklahoma. All activities of this Student Subunit shall conform with Student Subunit bylaws and procedures. Section 2 - Membership: Official members of the Student Subunit shall be composed of those Oklahoma Chapter of the American Fisheries Society members in good standing that are full or part time students. Non students of the Oklahoma Chapter of the American Fisheries Society interested in all phases of student concerns are encouraged to attend and participate. There will be no discrimination of race, sex, creed, color, age, veteran status, sexual orientation, or disability with the regards to the purpose of the organization. Section 3 - Meetings: The Student Subunit shall hold at least one meeting annually at a time and place designated by the Executive Committee. This meeting will usually be held at the annual meeting of the Oklahoma Chapter of the American Fisheries Society. Section 4 - Officers: The officers of the Student Subunit shall consist of a President, Vice-President, Secretary/Treasurer, and immediate Past-President, if available. Officers must be students of Oklahoma State University, and shall be elected at the annual meeting. All officers may hold their office for up to three terms. In the event of a vacant position, the Executive Committee shall appoint a qualified replacement to fill the unexpired term. In the event the President cannot fulfill his/her duties, the Vice-President shall take over and the Executive Committee shall appoint a new Vice-President for the remainder of the term. The term for all elected officers shall terminate immediately following the election and installation of new officers at the annual meeting. In the event of a cancellation of an annual meeting, the officers and the members of any committees shall continue to serve until the next scheduled meeting.
Section 5 - Duties of Officers: The President of the Student Subunit shall preside at all meetings, serve as the chair of the Executive Committee, represent the Student Subunit at the Oklahoma Chapter of the American Fisheries Society functions, and make such appointments and perform other duties and functions as are outlined in the Student Subunit Procedures and others that are authorized and necessary. The Vice-President shall assume all duties of the President in the event of the President's Absence or inability to act. He/she will also be responsible to duties of the Vice President as outlined in the Student Subunit Procedures. The Secretary/Treasurer shall keep the official records of the Student Subunit and be custodian to all funds which may be allotted to the Student Subunit. He/she must submit a report on minutes of all meetings of the Executive Committee and other meetings. The Secretary/Treasurer shall consult with the Secretary/Treasurer of the Oklahoma Chapter of the American Fisheries Society and is authorized to disburse funds as necessary. The Secretary/Treasurer shall submit a record of receipts and disbursements at the annual Subunit meeting. He/she shall perform duties as may be requested by the Secretary/Treasurer of the Oklahoma Chapter of the American Fisheries Society. The Secretary/Treasure will also assume other duties as outlined in the Student Subunit Procedures.
Section 6 - Executive Committee: The Executive Committee of the Student Subunit shall consist of the 3 elected officers and faculty advisor. The Executive Committee is authorized to act for the Student Subunit between meetings and perform appropriate duties and functions as described in the Student Subunit Procedures. Section 7 - Student Subunit Committees: The committees and Chair of the committees shall be appointed by the President as may be necessary for the conducting of the Student Subunit activities. The terms of office for members of the Student Subunit Committees shall end upon the discharge of the duties for which they were appointed, or at the next annual meeting of the Subunit, whichever comes first. Standing Committees help the Executive Committee conduct Subunit affairs annually. Special Committees are temporarily created for a specific purpose. Standing and Special Committees act and conduct duties as outlined in the Subunit Procedures. The Student Subunit has established the following Standing Committees: Fisheries Techniques Demonstration Committee: Composed of the committee chair (Student Subunit Vice-President), and at least two other Student Subunit members. The function of the committee is to organize and oversee all aspects of the Annual Fisheries Techniques Demonstration each spring.
Section 8 - Election of Members: Section 9 - Voting and Quorum: Decisions at meetings are by simple majority of Active Members voting. A quorum for any meeting for the transaction of official business shall be at least five members. Voting rights are restricted to Oklahoma State University students only.
Section 10 - Registration and Dues: The Executive Committee may assess each registrant attending annual meetings of the Student Subunit a registration fee necessary to cover the cost of the meeting and Student Subunit activities. Collections shall be made by the Secretary/Treasurer of the Student Subunit to be passed on to the Secretary/Treasurer of the Oklahoma Chapter. Section 11 - Amendments of the Bylaws and Procedures: The Bylaws of the Student Subunit may be amended and approved in accordance with Article VI, Section 4, and Article X, Section 1, of the Constitution of the American Fisheries Society, the bylaws of the Oklahoma Chapter of the American Fisheries Society, and by Section 9 of these Bylaws. Procedures are the lowest level of documentation for Student Subunit operations. They are established to provide continuity in the conductance of Student Subunit operations. They are amended by a majority vote of the Executive Committee. |
